Canada’s Rural Community Immigration Pilot (RCIP), launched in January 2025, opens up new doors for skilled foreign workers by offering a direct and secure pathway to permanent residency (PR) in select rural communities. Participating Communities (As of January 2025)

RCIP is currently active in 14 communities across Canada:

  • Nova Scotia: Pictou County 
  • Ontario: North Bay, Sudbury, Timmins, Sault Ste. Marie, Thunder Bay 
  • Manitoba: Steinbach, Altona/Rhineland, Brandon 
  • Saskatchewan: Moose Jaw 
  • Alberta: Claresholm 
  • British Columbia: West Kootenay, North Okanagan Shuswap, Peace Liard 

These regions are actively seeking newcomers with the right skills and a genuine intent to settle and integrate.

 

Eligibility Checklist

To apply through RCIP, applicants must meet the following criteria:

  • Valid Job Offer: A full-time, non-seasonal offer from a designated employer in a participating community. 
  • Work Experience: At least 1 year of continuous full-time work (or equivalent part-time) within the past 3 years, relevant to the job offer. 
  • Language Proficiency: Minimum Canadian Language Benchmark (CLB) score: 
    • TEER 0 or 1: CLB 6 
    • TEER 2 or 3: CLB 5 
    • TEER 4 or 5: CLB 4 
  • Educational Credentials: At least a Canadian high school diploma or an equivalent foreign credential. 
  • Settlement Funds: Proof of financial ability to support oneself and any accompanying family members. 
  • Community Recommendation: A letter of support from the community’s designated economic development office. 
  • Intent to Reside: Clear commitment to live in the selected rural community. 

 

How to Apply

  1. Find a Job: Begin with securing a job offer in one of the participating towns. 
  2. Apply for Community Recommendation: Reach out to the local community board for endorsement. 
  3. Gather Documentation: Collect your education, experience, language scores, and financial documents. 
  4. Submit PR Application: Apply directly to IRCC for permanent residency after receiving the community’s recommendation. 
  5. Wait for Approval: Once processed, a Confirmation of Permanent Residence (COPR) will be issued.
