Ontario has introduced a redesigned immigration pathway that changes how many foreign workers can pursue permanent residence in Ontario. The new Ontario Workforce Priority Stream places employers at the centre of the process, making employer participation an important first step for workers with qualifying job offers.
The changes are part of the broader Ontario Immigrant Nominee Program (OINP) redesign, which came into effect in 2026. Ontario says the new approach is designed to help businesses retain workers in positions where there are labour shortages while creating a more targeted route to Canadian permanent residence.
What Is the Ontario Workforce Priority Stream?
The Ontario Workforce Priority Stream is a pathway under the OINP for eligible foreign workers with qualifying job offers in Ontario. It also provides a separate option for eligible self-employed physicians, who do not need a traditional employer job offer.
The redesigned program includes pathways covering occupations across TEER 0 to TEER 5, making the program relevant to a broader range of workers than many traditional skilled-worker immigration pathways. Ontario’s regulations establish separate TEER 0–3, TEER 4–5 and self-employed physician categories.
Employer Must Start the Process
One of the biggest changes is the increased responsibility placed on the employer.
For applicants using a qualifying job offer, the worker generally cannot simply create an immigration profile and start the process independently. Instead, the employer must first submit the job offer through the OINP Employer Portal.
Once the employer submits the job offer, the worker receives a job offer ID. The worker can then register an Expression of Interest (EOI) with the OINP.
Importantly, the EOI must be registered within 30 calendar days of the employer submitting the job offer.
This makes communication between the employer and prospective applicant extremely important.
What Happens After an Invitation?
If the applicant’s EOI is selected and they receive an Invitation to Apply (ITA), both the employer and worker have additional responsibilities.
The employer must apply for approval of the employment position through the Employer Portal. The employer has 14 calendar days to submit this application after the invitation is issued.
The applicant must then submit their nomination application and payment within 17 calendar days. However, the applicant cannot submit their application until the employer has submitted the employment-position approval application.
This means applicants should prepare their documentation in advance rather than waiting until an invitation arrives.
What Employers Need to Know
Employers also have to meet specific requirements under the new OINP immigration program.
For example, an eligible employer generally needs to have been actively operating for at least three years, maintain business premises in Ontario, meet applicable revenue and staffing requirements, and comply with Ontario employment and workplace safety legislation. The position must also generally be full-time, permanent and urgently necessary for the employer’s business.
The job must also meet the applicable wage requirements.
Therefore, having an employer willing to support an application does not automatically mean that the position or employer qualifies.
A Separate Pathway for Self-Employed Physicians
The program also recognizes the needs of physicians.
Eligible self-employed physicians can apply through a dedicated category without a traditional employer job offer. This is an important distinction because the employer-related requirements described above do not apply in the same way to this physician pathway.

The redesigned system makes the employer-employee relationship more important than ever for many applicants.
