New Pathway for French Speakers: The FCIP Immigration Pilot

Participating Communities in the FCIP

The IRCC has selected several communities across Canada to participate in this pilot program. These communities have been designated to support French-speaking professionals and provide opportunities for newcomers to integrate into the local economy and culture.   • Acadian Peninsula – New Brunswick
  • Sudbury – Ontario
  • Timmins – Ontario
  • Superior East Region – Ontario
  • St. Pierre Jolys – Manitoba
  • Kelowna – British Columbia

In addition, four of these communities—Acadian Peninsula, Sudbury, Timmins, and St. Pierre Jolys—are also part of IRCC’s Welcoming Francophone Communities Initiative, which aims to support the settlement of French-speaking newcomers and their integration into Francophone and Acadian communities outside of Quebec.

Eligibility Requirements for the FCIP

To qualify for the FCIP, applicants must meet several key criteria. Below is a breakdown of the eligibility requirements:

  1. Certificate of Recommendation
    Applicants must have a valid certificate of recommendation from an economic development organization in the designated community at the time of their application.
  2. Genuine Offer of Employment
    A genuine offer of employment from a designated employer in a priority occupation is required. This employer must be located within one of the selected communities.
  3. Work Experience
    Applicants must show relevant work experience in the required field. However, international graduates may be exempt from this requirement if they meet specific conditions.
  4. Language Proficiency
    Candidates must demonstrate French language proficiency at a minimum of Niveaux de compétence linguistique canadiens (NCLC) level 5 in all language abilities (speaking, listening, reading, and writing).
  5. Educational Requirements
    Applicants must have at least a secondary school-level credential.
  6. Intent to Reside
    Applicants must show intent to reside in the community where they will be employed.
  7. Necessary Funds
    Applicants must provide proof of funds equivalent to one-half of the most recent Low-Income Cut-off (LICO) criteria for the designated community.

International graduates who apply through the FCIP may be exempt from the work experience requirement, as long as they meet specific conditions set out by IRCC.

Work Permit Opportunities During the PR Application Process

One of the unique benefits of the FCIP is that candidates who meet the eligibility criteria and submit a permanent residency application may also be eligible to receive a work permit during the processing of their application. This work permit can be valid for up to two years, allowing candidates to begin working in their designated community while their PR application is being processed.

  • A referral letter from the economic development organization in their community.
  • Met all other work permit eligibility criteria.
