Canada has recently implemented significant changes to its International Student Program, affecting how international students can transfer between Designated Learning Institutions (DLIs). These updates aim to enhance the integrity of the program and ensure that students adhere to proper procedures while pursuing their education in Canada.

Key Changes to School Transfers

Effective November 8, 2024, international students wishing to change their DLI must apply for and obtain a new study permit before making the switch. Previously, students could change institutions by simply notifying Immigration, Refugees and Citizenship Canada (IRCC) through their online account. Now, failing to secure a new permit before transferring could result in the cancellation of the study permit and potential removal from Canada.

Interim Measures and Their Expiry

To accommodate students transitioning during the Winter and Spring 2025 semesters, IRCC introduced interim measures allowing certain students to begin studies at a new DLI while their new study permit application was in process. These measures applied to students who: Were accepted to a new DLI between January 1 and May 1, 2025

  • Had applied for a study permit extension
  • Held a valid study permit without the new DLI’s name printed on it
  • Continued to meet all conditions of their existing study permit

These interim measures expired on May 1, 2025. As a result, all students must now have an approved study permit before transferring to a new DLI.

Implications for Post-Graduation Work Permit (PGWP) Eligibility

Students who applied for their initial study permit before November 1, 2024, were previously exempt from certain field of study requirements for PGWP eligibility. However, transferring to a new DLI and obtaining a new study permit may subject these students to updated eligibility criteria, including specific language and program requirements.

Steps to Transfer Schools

If you’re considering transferring to a new DLI, follow these steps:

  1. Apply for a Study Permit Extension: Apply to extend your current study permit, including:

    • A letter explaining the reason for the transfer
    • A new Letter of Acceptance from the intended DLI
    • A valid Provincial or Territorial Attestation Letter (PAL/TAL), if required
    • Proof of financial support
    • Academic transcripts and other supporting documents
  1. Await Approval: Do not commence studies at the new DLI until you receive approval for your new study permit.
  2. Maintain Compliance: Ensure you continue to meet all conditions of your current study permit while awaiting the new one.
