Canada’s immigration policies continue to evolve, making it easier for work permit holders to pursue educational opportunities without a study permit. Immigration, Refugees and Citizenship Canada (IRCC) has confirmed that select work permit holders can now study in Canada under specific conditions, further enhancing pathways for skill-building and permanent residency (PR). Here’s what you need to know.
Key Highlights of the Policy
On December 6, 2023, IRCC clarified operational guidelines, extending a temporary public policy introduced in 2023. This policy, active until June 27, 2026, allows eligible work permit holders to study in Canada without applying for a study permit.
To qualify:
- You must have applied for your work permit on or before June 7, 2023.
- You must hold a valid work permit or have submitted a renewal application before June 7, 2023, while under maintained status.
Who is Eligible?
Under this policy, work permit holders can pursue additional studies in Canada if they meet the following conditions:
Eligibility Criteria | Details |
Work permit applied for on/before June 7, 2023 | IRCC must have received your application by this date. |
Work permit extension application submitted | Applicants on maintained status can continue working while waiting for a decision. |
Additional study with co-op work permits | Eligible only if studies align with the conditions of your current permit. |
Proof of eligibility | Examples include valid work permits, acknowledgment letters, or IRCC confirmation emails. |
This policy does not cover those who applied for work permits after June 7, 2023.
How Long Can You Study Without a Study Permit?
Eligible individuals can study without a study permit until the earliest of the following:
- The expiration of their current work permit.
- A decision on their work permit renewal application.
- The expiration of the temporary policy is on June 27, 2026.
