How Long Will My PGWP Be Valid? Duration Rules for Multiple Programs in Canada

Canada’s Post-Graduation Work Permit (PGWP) is one of the most sought-after opportunities for international students, allowing graduates from eligible programs to work in Canada and gain valuable Canadian work experience. However, recent changes to PGWP eligibility rules have brought new considerations for students who have completed more than one program of study. In this blog, we will explore how multiple programs affect your PGWP validity, the new rules under Immigration, Refugees and Citizenship Canada (IRCC), and how ICC Immigration can help guide you through the process to secure your future in Canada.

What’s New in PGWP Issuance?

The Canadian government recently introduced guidelines to clarify how PGWPs will be issued to students who have graduated from more than one program of study. Before these changes, the process for determining PGWP eligibility and duration was not clearly defined, leaving many students uncertain about how their multiple qualifications might impact their work permit.

Program Stacking is a term introduced by IRCC to refer to students who have completed multiple PGWP-eligible programs. In certain cases, students who stack programs can qualify for a longer PGWP, with the maximum duration extending up to three years.

Requirements for Program Stacking

For the program stacking benefit to apply, both programs must meet the following criteria:

  • Duration: Each program must be at least 8 months long.
  • Timing: The programs must be completed within a two-year window of each other, with the completion dates measured from the end of the first program.

This change is especially relevant for students who have pursued multiple eligible programs. If both programs are PGWP-eligible, the work permit will be issued based on the combined length of both programs.

Scenarios Impacting PGWP Duration

Here’s how different combinations of PGWP-eligible and ineligible programs can affect your work permit:

  1. Completing Two PGWP-Eligible Programs:
If both programs are PGWP-eligible, the work permit will be issued based on the duration of both programs combined.
  2. Completing a PGWP-Ineligible Program Followed by a PGWP-Eligible Program:
In this case, students will not benefit from program stacking. The work permit will only be based on the duration of the PGWP-eligible program.
  3. Completing a PGWP-Eligible Program Followed by an Ineligible Program:
Similarly, students will only receive a PGWP based on the duration of the PGWP-eligible program. The ineligible program does not contribute to the work permit duration.

If you complete a PGWP-eligible program first and an ineligible program second, it’s important to apply for the work permit within 180 days of receiving confirmation that you’ve completed the first program.

What Makes a Program PGWP-Eligible?

To qualify for a PGWP, the program of study must meet the following conditions:

  • Duration: At least eight months long.
  • Accreditation: The program must be from a Designated Learning Institution (DLI) in Canada.
  • Outcome: The program must lead to a degree, diploma, or certificate.
  • Curriculum: It cannot be delivered through a curriculum-licensing agreement.
  • Field: It must be academic, vocational, or professional training.

PGWP-eligible programs can include those from universities, colleges, trade or technical schools, and certain private schools. A full list of eligible institutions is available on the official IRCC website.

How Changes in Eligibility Affect International Students

In November 2024, IRCC made significant updates to PGWP eligibility that impact both the language and field of study requirements for international students.

  • Language Requirements:
If you applied for your study permit before November 1, 2024, the language proficiency required for PGWP eligibility depends on the level of study:

    • Bachelor’s, Master’s, and Doctoral programs: Must meet a level 7 CLB/NCLC in all four language abilities.
    • College and non-university programs: Must meet a level 5 CLB/NCLC.
  • For students applying after November 1, 2024, there are additional field of study requirements for non-university programs and some university vocational programs. International students must ensure they graduate from an eligible field of study to qualify for a PGWP.
