Canada is experiencing a significant increase in demand for proof of Canadian citizenship, while Immigration, Refugees and Citizenship Canada (IRCC) is processing applications at a slower pace.

According to the latest figures, IRCC finalized only 2,420 proof of citizenship applications in July 2026. This represents a notable decline compared with the average monthly processing volume recorded earlier in the year.

Proof of Canadian Citizenship Applications Are Taking Longer

Between January and May 2026, IRCC issued approximately 28,940 Canadian citizenship certificates, averaging about 5,788 certificates per month.

The pace slowed in June, when approximately 3,040 applications were finalized. In July, the number fell further to 2,420.

By July 31, IRCC had finalized approximately 34,400 proof of citizenship applications since the beginning of 2026. At the same time, the number of applications waiting for a final decision increased substantially, reaching approximately 121,800 at the end of July.

More recent information indicates that the backlog has continued to grow, with the reported proof of citizenship processing time reaching 33 months in September 2026.

This means applicants may now face a wait of almost three years if their application does not qualify for urgent processing.

Why Is the Citizenship Certificate Backlog Growing?

One important factor behind the increased demand is Canada’s updated citizenship by descent rules.

Changes introduced through Bill C-3 expanded eligibility for certain people born outside Canada to Canadian parents. In some circumstances, individuals may now establish Canadian citizenship through a Canadian parent even when the parent was also born outside Canada.

This change has generated additional interest from people around the world who believe they may already be Canadian citizens by descent.

For eligible applicants, obtaining a Canadian citizenship certificate provides official proof of their citizenship and can allow them to pursue other Canadian documentation, including a Canadian passport.

Can You Get Urgent Processing?

Not every applicant necessarily has to wait the full processing period.

IRCC may consider urgent processing for proof of citizenship when an applicant can demonstrate a significant and time-sensitive need.

Examples can include:

• A job requiring proof of Canadian citizenship
• Imminent international travel
• A school, college or university deadline
• Access to certain government benefits or services
• A serious family or medical emergency
• Certain situations involving a child’s immigration to Canada
• Other circumstances specifically recognized by IRCC

Applicants requesting urgent processing generally need to explain why the certificate is required quickly and provide supporting evidence.

Approval of an urgent-processing request is not automatic. IRCC considers the circumstances and supporting documentation before deciding whether a case should be prioritized.

Proof of Citizenship vs. Citizenship Grant

It is important to understand that proof of citizenship and a citizenship grant are different processes.

A proof of Canadian citizenship application is generally submitted by someone who is already a Canadian citizen but needs official documentation confirming that status.

A citizenship grant, on the other hand, is generally for eligible permanent residents who are applying to become Canadian citizens.

The two categories are therefore processed separately, and their application volumes and backlogs can be very different.
