- An eligible organization that directly hires home care workers to provide short-term or occasional care.
Eligible organizations include:
- Home health care service providers
- Home care support service providers
- Direct care agencies
- Personal care services in residential settings
- Pediatric home health care service providers
Note: Job offers from recruitment and placement agencies do not qualify under the HCWP. However, no Labour Market Impact Assessment (LMIA) is required for eligibility.
A Step Towards Regularization
Canada has been actively working on regularization pathways for temporary residents who have lost their legal status. The HCWP aligns with these efforts, allowing home care workers—especially those out of status—to regain legal status and obtain PR.
