Participating Communities

Each community’s economic development organization will collaborate with IRCC to nominate employers and recommend eligible candidates for PR. Employers and applicants should stay tuned for application timelines and eligibility details.
Eligibility Criteria for RCIP
RCIP is an employer-focused pathway, meaning candidates must secure a job offer from a designated employer in one of the participating communities.
To be eligible, applicants must meet the following criteria:
- Work Experience: Candidates should meet IRCC’s work experience requirements, with exceptions for certain international graduates.
- Genuine Job Offer: The offer must be from an employer approved by a local economic development organization.
- Language Proficiency: The required Canadian Language Benchmark (CLB) depends on the job’s NOC TEER level.
- Educational Qualifications: Applicants must have at least a secondary school diploma.
- Proof of Funds: Sufficient financial resources to support themselves and their families for a year.
- Intent to Reside: Candidates must intend to live in the designated community.
- Certificate of Recommendation: A valid certificate from a community economic development organization is required.
For those currently residing in Canada, applicants must have and maintain valid temporary resident status until they obtain PR.
Replacing the Rural and Northern Immigration Pilot (RNIP)
RCIP replaces the Rural and Northern Immigration Pilot (RNIP), which stopped accepting applications in August 2024. Introduced in 2022, RNIP encouraged settlement in remote and underserved communities.
Future of RNIP: Immigration Minister Marc Miller has indicated plans to establish RNIP as a permanent program, demonstrating Canada’s ongoing commitment to attracting immigrants to rural areas.
