Canada’s immigration strategy continues to evolve, and 2025 marked a major milestone for rural immigration with the first full year of the Rural Community Immigration Pilot (RCIP). Designed to address labour shortages in smaller communities, the RCIP helped over 1,000 newcomers secure Permanent Residency (PR) in Canada while supporting economic growth outside major cities.
As Immigration, Refugees and Citizenship Canada (IRCC) focuses on spreading the benefits of immigration more evenly, the RCIP has emerged as a strong alternative to traditional PR pathways like Express Entry and Provincial Nominee Programs (PNPs).
What Is the Rural Community Immigration Pilot (RCIP)?
The Rural Community Immigration Pilot is a community-driven PR pathway for foreign workers who receive job offers from designated employers in participating rural communities (excluding Quebec).
Unlike Express Entry, RCIP puts local employers and communities at the center of selection. Communities identify labour gaps, approve employers, and recommend candidates directly to IRCC.
How the RCIP Works
-
Secure a job offer from a designated RCIP employer
-
Employer submits a recommendation to the community
-
Community reviews and approves the candidate
-
Applicant submits a Permanent Residency application to IRCC
-
Eligible applicants may receive a two-year employer-specific work permit while PR is processed
Key RCIP Developments in 2025
The first year of RCIP saw steady progress:
-
January 30, 2025 – RCIP officially launched with 14 communities announced
-
June 5, 2025 – IRCC released guidance on RCIP work permits, including spousal work authorization
-
August 13, 2025 – IRCC clarified RCIP eligibility requirements
-
November 20, 2025 – RCIP recognized as the successor to the RNIP in IRCC’s Annual Report to Parliament
Throughout the year, communities continued announcing designated employers and priority occupations.
RCIP Communities Participating in 2025
Fourteen communities across six provinces joined the pilot:
Ontario:
North Bay, Sudbury, Timmins, Sault Ste. Marie, Thunder Bay
Manitoba:
Steinbach, Altona/Rhineland, Brandon
British Columbia:
West Kootenay, North Okanagan Shuswap, Peace Liard
Alberta:
Claresholm
Saskatchewan:

Nova Scotia:

These communities focused on attracting workers where local hiring shortages persisted.
In-Demand Sectors Under the RCIP
RCIP targeted a wide range of industries, with the most common sectors including:
-
Health and Health Care Occupations
-
Education, Social & Community Services
-
Sales and Service
-
Trades and Transport
-

Other sectors included Business & Administration, Agriculture & Natural Resources, and Natural & Applied Sciences (limited to select regions like Sudbury and Peace Liard).
How Many PRs Were Issued Through RCIP in 2025?
Although not all communities publish detailed data, available figures show strong uptake:
-
Greater Sudbury, ON: 517 PR candidates recommended
-
Thunder Bay, ON: 475 recommendation certificates issued
-
North Bay, ON: 190 community recommendations granted
These numbers confirm that RCIP is becoming a reliable pathway to Permanent Residency in Canada, especially for workers already inside the country.
Eligibility Requirements for RCIP Permanent Residency
