Ottawa, March 10, 2026 – Canada is taking steps to manage immigration sustainably while continuing to support its growing economy. As outlined in Budget 2025, Immigration, Refugees and Citizenship Canada (IRCC) is introducing limits to the duration that economic immigrants can access federally funded settlement services. These changes are designed to encourage newcomers to make use of these programs earlier, ensuring support is available for those who need it most.

What’s Changing?

Currently, economic immigrants—both principal applicants and their accompanying spouses and dependents—can access settlement services at any time after obtaining permanent residence (PR), and before obtaining Canadian citizenship. Starting April 1, 2026, the eligibility will gradually reduce as follows:

  • Up to 6 years after obtaining PR (from April 1, 2026)
  • Up to 5 years after obtaining PR (from April 1, 2027)
