Canada has introduced major changes for internationally trained lawyers who wish to practice in its common-law provinces and territories.
Effective March 1, 2026, the National Committee on Accreditation (NCA) has expanded its licensing requirements by introducing two new mandatory steps:
- Language screening
- Indigenous Law and Peoples competency requirement

All applicants applying for NCA credential assessment must now complete an approved English or French language screening before their file is assessed, unless they qualify for an exemption through an accepted language test.
For English applicants, the NCA now requires the Versant English Placement Test, with a minimum score of 61 overall.
Applicants may also submit approved language tests such as:
- IELTS General – minimum 7 in each band
- CELPIP General – 9 in each band
- PTE Core
- Reading: 78
- Writing: 88
- Listening: 82
- Speaking: 84
This new requirement applies not only to first-time applicants but also to those reapplying after additional legal studies.
This means foreign-trained lawyers in Canada must now prepare for language compliance much earlier in the Certification process.
Mandatory Indigenous Law and Peoples Course
The second major change is the introduction of a dedicated Indigenous Law and People’s knowledge requirement.
This is now a compulsory standalone course for all internationally trained legal professionals applying through the NCA.
The course covers critical legal and social topics, including:
- history and impact of residential schools
- UNDRIP (United Nations Declaration on the Rights of Indigenous Peoples)
- Aboriginal-Crown relations
- legal doctrines such as terra nullius and Doctrine of Discovery
- systemic discrimination affecting Indigenous communities
Applicants can complete this requirement through:
- CPLED’s online six-week module, or
- an NCA-approved course at a recognized Canadian law school
