As global travel rules tighten and geopolitical uncertainty continues to grow, more people are seeking second citizenship as a form of long-term security. A second passport offers freedom of movement, political stability, and economic opportunity—benefits that are increasingly valuable in today’s world.
From business leaders to global celebrities, the trend is clear. High-profile figures such as George Clooney and Rosie O’Donnell have openly pursued dual citizenship, reflecting a broader global movement toward mobility and flexibility. Against this backdrop, Canada has made a major change to its citizenship laws, potentially opening the door for thousands of people worldwide.
Canada’s Bill C-3: A Major Shift in Citizenship by Descent
On December 15, 2025, Canada brought Bill C-3 (An Act to amend the Citizenship Act) into force. This legislation significantly expands eligibility for Canadian citizenship by descent, particularly for individuals previously blocked by the First-Generation Limit (FGL).
The FGL, introduced in 2009, restricted citizenship by descent to the first generation born outside Canada. Under those rules, Canadian citizens who themselves were born abroad could not pass citizenship to their children also born abroad—leaving many families excluded.
Bill C-3 removes this barrier, restoring citizenship rights to thousands of individuals often referred to as “Lost Canadians.”
Who May Now Be Eligible for Canadian Citizenship?
Under the new law, you may qualify for Canadian citizenship by descent if:
-
You were born or adopted outside Canada before December 15, 2025
-
You have a parent or grandparent who was either:
-
Born in Canada, or
-
Naturalized as a Canadian citizen
-
Even if neither you nor your parents were born in Canada, you may still be eligible—an important shift from previous rules.
For those unsure about their status, official online citizenship eligibility assessment tools are now available to help determine qualification under Bill C-3.
Applying for Proof of Canadian Citizenship
If you believe you are a citizen under Bill C-3, the next step is applying for a Proof of Canadian Citizenship through Immigration, Refugees and Citizenship Canada (IRCC).
-
Most applications are submitted online
-
Approved applicants receive a citizenship certificate
-
With this certificate, you can apply for a Canadian passport
For applicants inside Canada, passports can be issued in as little as 10 business days when applying in person at a Service Canada centre.
Does Canada Allow Dual Citizenship?
Yes—Canada allows dual and multiple citizenship. Becoming a Canadian citizen does not require you to renounce your existing nationality under Canadian law.
However, it is crucial to check the rules of your country of origin. Some countries, such as India and China, do not permit dual citizenship, while others—including the United States—do.
Why the Canadian Passport Is in Global Demand
The Canadian passport is consistently ranked among the world’s strongest passports. According to the Henley Passport Index:
-
Canadian passport holders enjoy visa-free or visa-on-arrival access to 181 countries
-
This surpasses the U.S. passport, which currently offers access to 179 destinations
Beyond travel freedom, Canadian citizens benefit from:
-
The right to live and work anywhere in Canada
-
Voting rights and eligibility to run for office
-
Access to world-class healthcare, education, and social systems
-
Long-term political and economic stability
