Canada Immigration News 2025 — IRCC Prioritizes Select Permanent Residence Pathways

Immigration, Refugees and Citizenship Canada (IRCC) has officially revealed which Permanent Residence (PR) programs will see their entire application inventory processed in 2025 — and which will not. According to the Minister Transition Binder, IRCC will only clear all applications under a few key categories, while others will face partial processing and longer wait times.

The following streams will see 100% of their existing inventories processed this year:

  • Canadian Experience Class (CEC)

  • Federal Skilled Worker Program (FSWP)

  • Federal Skilled Trades Program (FSTP)

  • Enhanced PNP Streams (Express Entry-aligned)

  • Community Pilots (including the Rural and Francophone programs)

  • Quebec Skilled Worker Selection Program (PSTQ)

  • Quebec Experience Class (PEQ)

  • Quebec Pilot Programs

For example, IRCC will process all 19,300 CEC and 12,500 FSWP applications by year-end, keeping wait times around 5–7 months — consistent with last year’s averages.


Programs with Partial Processing and Longer Waits

While flagship pathways are being prioritized, others will see slower movement in 2025:

The Caregiver Pilot backlog remains one of IRCC’s largest, with over 34,000 applications pending. Only 14% will be finalized this year. Similarly, the Start-Up Visa will process just 2% of files, leaving entrepreneurs facing waits of over 400 months in some cases.

IRCC aims to fully clear inventories for Quebec’s Skilled Worker and Community Pilot programs by the end of 2025. The Community Pilots, including the Rural and Northern Immigration Pilot (RNIP) and Francophone Community Immigration Pilot (FCIP), are expected to process 3,500 applications, reducing wait times from 12 months to 7 months.
